New Guidelines as of June 1, 2025
A Quarter Blue (AQB) has been providing crime survivors care for four years with no charge to its clients. AQB wants to continue to be present with crime survivors as they process their traumatic experiences. You may not be aware that 65% of AQB’s funding came from The California Victim Compensation Board’s Trauma Recovery Center Grant. They recently cut 100% of funding for six trauma recovery centers—including A Quarter Blue—AQB is now faced with the difficult task of adjusting how it continues to support survivors of crime. AQB will continue to be a short-term, solution focused service provider. It is actively seeking support from private donors, businesses, and grant opportunities to help bridge this critical funding gap. For the time being AQB must shift its methods to continue to be a resource to its community.
AQB will continue serving its current clients as follows:
- AQB will bill your insurance company to seek reimbursement. AQB has never billed insurance companies before, therefore there may be a delay in reimbursement, and they may deny payment.
- If you have filed an application with the California Victim Compensation Board, AQB will be submitting bills for your services to ideally be reimbursed.
- If you have not yet filled out an application, the following describes who is eligible:
- The crime must have occurred in California or to a California resident.
- The victim must not have taken part in the crime or been the person who committed it.
- The victim must cooperate with law enforcement and the California Victim Compensation Board.
- Application must be filed within a certain timeframe, generally within 7 years of the crime or 7 years after the direct victim turns 21.
- AQB must have an up-to-date copy of both sides of your insurance card, if you have coverage to bill your insurance. Usually it will be denied, and then California Victim Compensation Board may reimburse AQB for its services.
- Therapy will focus on symptoms related to the crime.
- If your therapy costs and five case management costs are covered by California Victim Compensation Board, we encourage you to become a donor to A Quarter Blue to help sustain its work. QR Codes are available in the office; and a donation button may be found on aquarterblue.org
- If you are a client as of June 1, 2025, you will have six more consecutive no-cost therapy sessions. However, starting July 13, 2025, AQB will need to begin charging for services at the following rates below, please discuss during your intake or with your treating clinician:
- Therapy with Trainee or No-Show/Late Cancellation Fee $40/session
- Therapy with Associate or No-Show/Late Cancellation Fee $60/session
- Therapy with Licensed Therapist or No-Show/Late Cancellation Fee $120/session
- Case Management $50/half hour
- Groups $20/group
- Court Advocacy $75/hour
- For psychological testing and psychiatric care, we will need to refer you to an outside provider.
- For current clients not eligible for California Victim Compensation Board, your no-cost services will unfortunately cease on July 13, if the funding gap is not met by funders whom we are pursuing. If you can pay for your services, you may continue services. Your clinician will guide you through this process; and if you are unable to cover the cost of care, your clinician will offer some potential providers.
